license at the Middle Level authorization level without being admitted to and completing an approved program: Passing scores on the required PRAXIS II subject area test; OR
Passing scores on the required PRAXIS II middle level subject area tests (available only for language arts, social studies,
science, and math).
If adding the endorsement to an existing teaching license at the High School and/or Middle Level authorization level (or in a
subject area not listed above) without being admitted to and completing an approved program: 2 semester hour practicum completed in a subject area in which an Oregon institution is approved to offer the endorsement; OR Verification of one year of experience teaching the new subject-area at least one hour each day or the equivalent on either an
optional assignment of ten hours or less or an approved conditional assignment permit (CAP); AND Passing scores on the required PRAXIS II subject area test.

Exceptions requiring completion of an approved program in order to add an endorsement:
An approved institutional program including content and methods courses is always required as preparation for added endorsement in
the following areas: Special education, including Early Intervention; Communication disorders; Hearing impairment; Visual impairment;
and Reading. An approved institutional program including content and methods courses is also required for subjects for which no PRAXIS II test has
been required: Drama, Japanese, Latin, Russian, and Adaptive Physical Education. REQUIREMENTS FOR ADDING AN AUTHORIZATION LEVEL
If adding a Middle Level or High School authorization level to an existing license: Being admitted to and successfully completing a TSPC-approved program including at least four semester hours of
preparation in child or adolescent development, whichever is appropriate for the level being completed. The program will
include methods of instruction in the appropriate subjects at the requested authorization level and may include taking
additional subject-matter tests to qualify for the authorization level; AND As part of the approved program above, complete a minimum two semester hours of practicum experience at an approved
teacher education institution or one year of at least half-time on an approved conditional assignment permit. During the
practicum, the candidate will prepare one work sample to document teaching effectiveness at the new authorization level. If adding the Middle Level authorization level, the candidate must also submit passing scores on the ORELA: MSE.
Exception:
Candidates in specialty endorsement areas (art, ESOL/bilingual, music, physical education, adaptive physical education, special
education, and reading) must originally qualify for the endorsement in a paired set of authorization levels. They may add the other pair
of authorization levels by: Completing a practica experience at either early childhood or elementary and at either middle or high school level.
A NOTE REGARDING ADMISSION
Please note that, in order to be recommended by Lewis & Clark College to TSPC for an added endorsement or authorization level, the
candidate must have been admitted to and completed our approved program in that particular area.
