3 SECTION A: PURPOSE, TERMS AND CONDITIONS 1. Purpose Management Systems International (MSI) is prime contractor for the Iraq TATWEER
National Capacity Development Program , funded by the United States Agency for International Development (USAID) under contract number DFD-I-00-05-00221-01.
MSI/TATWEER is soliciting Quotations from interested service providers for Travel
Services in Jordan as described in Section B Statement of Work. Quotations submitted in response to this Request for Quotation (RFQ) are subject to the terms and
conditions, requirements for submission, and evaluation criteria as specified herein. In
case of any discrepancy between the English and Arabic version of this RFP, the English
version is the prevailing version.
2. Eligibility The USAID authorized geographic code for procurement of goods and services under
the TATWEER program is Code 935 (any area or country including the cooperating
country, but excluding foreign policy-restricted countries). Therefore, interested service
providers from Code 935 countries/areas are eligible to submit Quotations under this
RFQ, provided that they have demonstrated their capability to provide the services as
detailed in Section B.
3. RFQ Preparation Costs MSI/TATWEER will not pay for any costs incurred by the Offeror in preparation of a
Quotation. MSI/TATWEER will not be liable to any Offeror for any claims, whether for
costs or damages incurred by the Offeror in preparing a Quotation.
4. Ownership of Quotations All Quotation documents submitted to MSI/TATWEER become property of
MSI/TATWEER.
5. Modification and Withdrawal of RFQ MSI/TATWEER reserves the right to modify by written notice the terms of this RFQ at
anytime in its sole discretion. MSI/TATWEER also reserves the right to withdraw this
RFQ at anytimewith or without statement of causeprior to actual award. An
Offeror has the right to withdraw in writing from its Quotation at anytime prior to the
actual award.
6. Conformity with RFP Requirements Offerors are responsible for ensuring that their Quotations are submitted in accordance
with the terms and conditions, requirements for submission and evaluation criteria of this
RFQ. Quotations that do not conform to the requirements and instructions of this RFQ 4 may be rejected. Quotations submitted after the specified submission deadline will not
be considered even if they become late as a result of circumstances beyond the Offerors
control.
7. Award, Subcontract Type and Payment MSI/TATWEER intends to make one award under this RFQ. MSI/TATWEER plans to
award a fixed-price subcontract with payments being a fixed-flat fee per month.
8. Confidentiality of Information Information pertaining to MSI/TATWEER and the GOI obtained by the Offeror as a
result of participation in this RFQ is confidential and shall not be disclosed at any time
without prior written authorization from MSI/TATWEERs authorized representative.
9. Data and Interventions The Service Provider agrees to provide to MSI/TATWEER copies of all data materials
and electronic files developed under the subcontract/service agreement. The Service
Provider also agrees that

(i) information or data furnished by MSI/TATWEER shall only be used for the
purposes of the subcontract/service agreement; (ii) it will keep in confidence, safeguard and protect, and not otherwise disclose or
use any MSI/TATWEER Data marked or identified as proprietary to
MSI/TATWEER or with any other legend or notice expressing restriction as to
use or disclosure; (iii) except for the efficient performance of the subcontract/service agreement, it shall
not make any copies, or permit any copies to be made, of MSI/TATWEER Data
without the written consent of MSI/TATWEER; (iv) all intellectual properties, files, documents and copyrights belong to
MSI/TATWEER and ultimately USAID unless expressly agreed otherwise in
writing; and (v) upon completion of the subcontract/service agreement or request of
MSI/TATWEER, whichever occurs first, shall return all MSI Data, and copies
thereof, promptly to MSI/TATWEER. 10. Non-Assignment A Service Provider shall not assign any subcontract/service agreement, or any part
thereof, or any payment due or to become due, or any right or claim under it without the
prior written consent of MSI/TATWEERs authorized representative. Any assignment
not conforming to this requirement shall be ineffective and void.
5 11. Indemnification A Service Provider shall defend, indemnify, and hold MSI, MSIs subsidiaries, affiliates,
directors, officers, agents, and employees, and each of them, and MSIs Client harmless
against any injury, death, suit, claim, or other loss (Loss), including expenses and
actual attorneys fees, arising from or in connection with any subcontract/service
agreement or the breach thereof.
12. Mandatory USAID Flow Down Regulations MSI/TATWEER, in its capacity as a contractor to USAID, is required to follow USAID
Acquisition Regulations (AIDAR) and U.S. Government Federal Acquisition
Regulations (FAR). These regulations flow down to MSI/TATWEERs subcontractors/service providers and will be incorporated into subcontracts and service
agreements at the time of award.
13. Debarment, Suspension, or Proposed for Debarment MSI/TATWEER does not enter into any contractual arrangement with a Service
Provider that is debarred, suspended, or proposed for debarment by the U.S. Federal
Government.
14. Executive Orders U.S. Executive Orders and U.S. law prohibits transactions with, and the provision of
resources and support to, individuals and organizations associated with terrorism. It is
the legal responsibility of the Service Provider to ensure compliance with these
Executive Orders and laws. One of the applicable Executive Orders is Executive Order
13224. A list of the names of individuals and entities designated there under can be
found at the Website of the Office of Foreign Assets Control (OFAC) within the U.S.
Department of Treasury at http://www.treas.gov/offices/enforcement/ofac/ . 6 SECTION B: STATEMENT OF WORK Jordan Travel Services
1. General Information Effective provision of core public services is essential to Iraqs stabilization and
development, but the core public management capabilities on which this depends have been
undermined by years of violence and neglect. As its flagship effort to rebuild and redirect
the Government of Iraqs (GOI) administrative capacity, USAID is supporting the National
Capacity Development (NCD) Program, known by its Arabic name, TATWEER.
Management Systems International (MSI) is the prime contractor for this Program.

Shaped by discussions between U.S. and Iraqi officials from the Office of the Prime
Minister, the Council of Ministers, the Ministry of Planning, and the Capacity Development
Working Group, TATWEERs goal is to strengthen the GOIs public management and
professional training capabilities. More specifically, TATWEER will assist in strengthening
the management of executive government institutions, including the Prime Ministers Office
and Secretariat of the Council of Ministers, and the Ministries of Planning and Development
Cooperation, Finance, Oil, Electricity, Municipalities and Public Works, Water Resources,
Health, Education, Justice, and Agriculture.


2. Objectives, Expected Activities and Period of Performance The objective of the services solicited under this RFQ is to provide smooth and efficient
travel services to TATWEER personnel who transit in Amman, Jordan, either on their way
to or from Iraq. This includes, but is not limited to, personnel who are:
in transit in Amman, as part of their deployment to Iraq in transit in Amman, as part of their repatriation from Iraq in transit in Amman, on their way to a periodic Rest & Recuperation Break (R&Rs)
in a locale outside the Arab region in transit in Amman, on their way to a periodic Regional Rest Break (RRB) in a
locale within the Arab region
At present, the TATWEER project employs at least 85 full-time international (U.S. or
other non-Iraqi citizens) staff based in Baghdad and other cities in Iraq who have constant
need to travel in and out of Amman. Additionally, there is a steady stream 4 or 5 per
month -- of temporary (short term) personnel who visit the project, usually transiting via
Amman.
7 Services will be provided in the following scale:

Always (in every case) -
Airport pickup (airport to hotel; hotel to airport) Hotel reservations and confirmation (usually for one or two nights at a time, for
transit, while awaiting the next flight of a trip) Airport expediting and missing-baggage location, as required. Handling of MSI project-owned cell phones and other MSI project property carried
by transiting passengers.
Occasional (not every case) - Making air and travel reservations plus ticketing (usually handled by either the DC
or Baghdad offices of MSI) Making local travel arrangements, within Jordan, e.g., making hotel reservations Assist in obtaining visas provision of general information on accommodations and entertainment provision of travel insurance, if requested assistance with passport services and other travel-related assistance
Period of Performance: August 1, 2008 July 30, 2009
3. Deliverables On-time airport or hotel pickups, in a courteous and professional manner Professional assistance with normal expediting matters at the airport in Amman, such
as assisting with lost luggage Hotel reservations made within the prevailing US Government rates for per diem Picking-up MSI cellphones from transiting travelers and returning those cellphones
to regional MSI staff/offices Other occasional services provided in professional manner, as needed
4. Provider Profile The Provider must meet the following mandatory requirements:
an established travel office in Amman, with, at minimum, two regular employees at minimum, five (5) years of experience in providing the sorts of services listed above evidence of responsibility in providing the above-cited services in an excellent manner
to international corporate or government clients full bilingual competence (Arabic and English) a modern communications system, for the provision of 24/7 service and easy
communications link with MSI-Tatweer staff located around the globe Be able to accept Net 30-Day payment terms, by check or wire transfer (no cash
payment terms will be accepted under this solicitation). 8 SECTION C: REQUIREMENTS FOR SUBMITTING QUOTATIONS 1. Language, Length, and Font Size The Quotation must be submitted in English as a Word and/or Excel document. Prices must
be quoted in U.S. dollars. The maximum length of the Quotation should not exceed 5 pages,
including title page and cover letter. This length limitation does not include any addendums
for requested resume, performance references and travel-services descriptions and does not
include the price quotation/budget. Please do not use fonts smaller than 11 point for the
Quotation.

Offerors will not be reimbursed for any costs incurred in connection with the preparation
and submission of a Quotation.

2. Cover Letter A Cover Letter must be included with the Quotation and signed by a person authorized to
sign on behalf of the Offeror.

3. Title Page The Title Page of the Quotation must include the following: MSI/TATWEER, Jordan Travel
Services RFQ No. Iraq-08-03, your company name, your street address, your email address,
your telephone number, fax number and primary contact person within the company.

4. Quotation Please be aware that the Quotation submission must include the below information and must
be organized in the following manner:
a) Institutional Capacity, Experience, and Past Performance: Describe the technical
experience and capabilities, including facilities, of your organization to provide the
services required in the Statement of Work. You must include Performance
References of all current and/or previous contracts, grants, and/or cooperative
agreements for the past three years involving similar or related services (both
commercial and government-related). Performance References may be included as
an Addendum to the Quotation. The information provided must include: Company Summary including years in operation, number of permanent staff and relevant experience with similar project transit services. Specify whether all
services will be managed by the submitting company or if this is a partnership. List of Travel Services activities similar to those to be provided under the Statement of Work. Name and address of at least three (3) client-organizations for which the Travel Services were provided/the work was performed. 9 Current contact information (telephone number and email address) of a responsible technical representative from that organization, who can comment on
your services/work. b) Project Personnel: Identify key staff in your firm minimum two regular staff -- and
provide at least one resume/CV and background information of key person(s) who
oversees the daily operations of your firm. Resume(s) may be provided as an
Addendum to the Quotation. c) Price Quotation: Please provide a Price Quotation as a flat fee per-month to
accomplish the Statement of Work in Section B. The price quoted should be all-
inclusive and encompass all labor, material, delivery, and post-evaluation costs
necessary for the provision of the required courses. As substantiation please
provide a schedule/menu of the above-listed services, in the exact order listed at
the top of page 7 herein, providing a clear cost per service. All prices should be listed in US Dollars.
5. Submission of Quotations The specified signed Cover Letter and Title Page must be included with the Quotation.

All correspondence in connection with the Quotation and the Award will be in English.

Offerors are expected to examine all instructions and requirements detailed within this RFQ.

Requests for Clarifications regarding to this RFQ should be emailed to Tatweer- Proposals@msi-iraq.com no later than 4 p.m. Amman time on July 23, 2008.
Quotations must be sent via email to Tatweer-Proposals@msi-iraq.com no later than 4 p.m. Amman time on July 30, 2008. Quotations received after 4 p.m. on July 30, 2008 will not
be considered. 10 SECTION D: EVALUATION CRITERIA OF QUOTATION Quotations, which conform to the requirements and instructions of the RFQ, will be
evaluated based upon the below evaluation criteria. The successful Offeror should provide
the best value in terms of all listed evaluation criteria.
