Army Reserve Forces Policy Committee(ARFPC) and the Subcom-
mittees on Army National Guard and Army Reserve Policy. It also
defines the relationships of the ARFPC and the subcommittees with
other DA agencies. 2. Applicability This regulation applies to the Active Component, the Army National
Guard (ARNG), and the US Army Reserve(USAR). 3. Reference AR 60020 (Army Command Policy and Procedures) is a required
publication. (Cited in para 6 (f).) 4. Authority of the committee a. General. The ARFPC and its ARNG and USAR subcommit- tees are agencies of the Office of the Chief of Staff, US Army
(OCSA) and the Secretary of the Army. Their jurisdiction is as
defined in this regulation or as further directed by the Secretary of
the Army. The ARFPC, or the proper subcommittee, will review
and comment on major policy matters directly affecting the Reserve
Component (RC)of the Army. The ARFPCs comments on such
policy matters will accompany the final report on any such matter
submitted to the Vice Chief of Staff, US Army (VCSA)and the
Assistant Secretary responsible for Reserve Affairs. The ARFPC, its
subcommittees, or the military executives will review regulations or
changes that affect the basic structure and logistical support of the
Reserve Components. The committee is empowered to consider both
coordinated policies referred from OCSA and such uncoordinated
matters presented either by a division of the Army Staff or by a
committee member.The ARFPCs review and comments will be sent
through OCSA to the Secretary of the Army. b. Army Reserve Forces Policy Committee. The ARFPC will act whenever matters affecting both the ARNG and the USAR are being
considered. c. Subcommittee on Army National Guard Policy. The Subcom- mittee on ARNG Policy will act when any matter solely concerning
the ARNG is being considered. d. Subcommittee on Army Reserve Policy. The Subcommittee on Army Reserve Policy will act when any matter solely concerning
the USAR is being considered. e. Dissents from decisions of the committee. A dissenting com- mittee member may initiate an appeal to any decision of the com-
mittee. The member will give notice of such action to the chairman
and other members of the committee. The notice may be forwarded
to the Secretary of the Army as a minority report with the commit-
tee action. 5. Authority of the chairman The ARFPC chairman has the power to decide any matter within the
jurisdiction of the committee when a majority decision cannot be
reached by its members.The chairman is authorized to establish,
within the committee, continuing or temporary subcommittees or ad
hoc groups to assist in carrying out the responsibilities of the com-
mittee. These groups may be needed to conduct studies, assemble
information, or make recommendations.Members of these groups
may be placed on additional active duty to achieve their mission.
Like authority is extended to the chairman of the Subcommittees on
ARNG Policy and Army Reserve Policy. 6. Composition a. Army Reserve Forces Policy Committee. Principal and alter- nate members of the ARFPC will be general officers, or a civilian
g r a d e e q u i v a l e n t , a p p o i n t e d b y t h e S e c r e t a r y o f t h e A r m y a s
follows: (1) Principal members. Five principal members from each com- ponent(Active, ARNG, USAR) will serve on the ARFPC. (a) Active Component (AC). One principal member from each of the Army General Staff elements listed below. 1. Office of the Comptroller of the Army (OCA). 2. Office of the Deputy Chief of Staff for Operations and Plans (ODCSOPS). 3. Office of the Deputy Chief of Staff for Logistics(ODCSLOG).
4. Office of the Deputy Chief of Staff for Personnel(ODCSPER).
5. Program Analysis and Evaluation Directorate(PAED), OCSA.
(b) Army National Guard of the United States (ARNGUS).
1. One principal and one alternate member, not on active duty, from each of the three Continental United States (CONUS) Armies,
and 2. Two members-at-large. One member-at-large position is re- served for the position of subcommittee chairman. (c) US Army Reserve.

One member-at-large position is re- served for the position of subcommittee chairman. (2) Alternate members. Five alternate members from each com- ponent of the same composition as described above will serve on
the ARFPC. At any given time, the subcommittee panel will consist
of no more than two principal members from any one CONUS
Army, respectively, including the subcommittee chairman. (3) Liaison representatives. These members of the ARFPC will have equal voice in all discussions. They will take part fully in
every way, except they will have no vote. One general officer
member will be appointed as a liaison representative from (a) Headquarters, US Army Forces Command.
(b) Headquarters, US Army Training and Doctrine Command.
(c) Headquarters, US Army Materiel Development and Readiness Command. (d) Office of the Deputy Chief of Staff for Research, Develop- ment, and Acquisition (ODCSRDA). b. Subcommittee on Army National Guard Policy. The Subcom- mittee on ARNG Policy will consist of the members of the ARFPC
other than the USAR members. c. Subcommittee on Army Reserve Policy. The Subcommittee on Army Reserve Policy will consist of the members of the ARFPC
other than the ARNG members. d. Reserve Component panels. The ARNG and USAR panels will consist of the respective subcommittee members other than the
AC members. e. Chairman.
(1) Chairman, Army Reserve Forces Policy Committee. The ARFPC chairmanship will rotate every 2 years between the ARNG
and USAR subcommittee. The ARFPC Chairman will be the chair-
man of the respective subcommittee entitled to provide the chairman
at the time a vacancy occurs. The next senior member of the com-
ponent entitled to provide the chairman at the time will fill a va-
c a n c y o c c u r r i n g d u r i n g a n u n e x p i r e d t e r m . D u r i n g t e m p o r a r y
absence of the chairman, the next senior member of the incumbent
component will act for and exert the powers of the chairman. ( 2 ) C h a i r m a n , S u b c o m m i t t e e o n A r m y N a t i o n a l G u a r d Policy.The senior ARNG member will be designated chairman to
hold such office for the duration of the chairmans membership. On
accession to office, the chairman will be designated a member-at-
large. The chairman may be a member-at-large before accession to
office. If so, no replacement is necessary. The chairman may repre-
sent a CONUS Army before accession to office. If so, the CONUS
Army that the chairman previously represented will nominate a
replacement member. However, a member-at-large may represent
that CONUS Army also. If so, the member-at-large will be desig-
nated the Army representative. (3) Chairman, Subcommittee on Army Reserve Policy. The sen- ior USAR member will be designated chairman to hold such office
for the duration of the chairmans membership. On accession to
office, the chairman will be designated as member-at-large. No
replacement is necessary if the chairman was a member-at-large
before accession to office. The chairman may represent a CONUS
Army before accession to office.If so, the CONUS Army that the 1 AR 1355 1 September 1982 chairman previously represented will nominate a replacement mem-
ber. The USAR Panel will consist of no more than two principal
members from any one CONUS area. f . S e n i o r i t y . S e n i o r i t y w i l l b e d e t e r m i n e d a c c o r d i n g t o A R 60020. 7. Qualifications for Reserve Component members a. Qualifications for appointment.
(1) To be eligible for appointment, including appointment to fill an unexpired term, as an RC member or alternate, or for retention
on the ARFPC, an officer must (a) Be a federally recognized general officer of the ARNGUS or a general officer of the USAR in an active Reserve status. (b) Have enough time remaining before mandatory removal from an active Reserve status under pertinent laws or regulations to com-
plete the required 3-year term of office. (c) Possess a current security clearance for access to Top Secret materials or be eligible for such security clearance. (2) While not mandatory, it is desirable that nominees have grad- uated from a senior service college. (3) Prospective members should be aware of and agreeable to the requirement to devote sufficient time to this important additional
duty. b. Army National Guard members. The Secretary of the Army will appoint ARNG members and alternates from nominations (1) Submitted by the governors of their respective states, Puerto Rico, the Virgin Islands, Guam, or the Commander, District of
Columbia National Guard. (2) Recommended by the Chief, National Guard Bureau (CNGB), through the Chairman, Subcommittee on ARNG Policy. c. US Army Reserve members. The Secretary of the Army will appoint USAR members and alternates from nominations (1) Submitted by the Commanding Generals, CONUS Armies t h r o u g h t h e C o m m a n d i n g G e n e r a l , U S A r m y F o r c e s C o m m a n d
(CG, FORSCOM). (2) USAR Mobilization Designee (MOBDES) general officers may be nominated by the Commanding General, US Army Reserve
Component Personnel and Administration Center (CG, RCPAC), for
the principal and alternate member-at-large positions. ( 3 ) R e c o m m e n d e d b y t h e C h i e f , A r m y R e s e r v e t h r o u g h t h e Chairman, Subcommittee on Army Reserve Policy. d. Membership lists. The military executives will maintain mem- bership lists for DA of Active Component, ARNGUS, and USAR
officers approved by the Secretary of the Army to serve as members
and alternates of the committee. Membership lists will be revised as
necessary or at least once a year. 8. Service on the Army Reserve Forces Policy Committee a. Term of office.
(1) Three-year term. The Secretary of the Army will appoint all ARFPC members for a term of 3 years. Section 3033, title 10,
United States Code, requires that two or more officers of each
Reserve Component with more that 1 year of continuous service be
on the committee at all times. New members should be given the
widest possible chance to serve on the ARFPC. Continuing repre-
sentation from among qualified general officers of the ARNG and
USAR should be assured. (2) Extensions. Because members should be rotated without un- due turbulence, the Secretary of the Army may extend principal
member appointments in 1-year increments.Appointments may be
extended when necessary (a) To insure compliance with the statute.
(b) To limit membership turnover of either ARNG or USAR principal members. (c) For reasons approved by the Secretary of the Army.
(3) Reappointment. Members and alternates are not eligible for reappointment except as stated above; however, alternate members
are eligible for reappointment as principal members. (4) AC members term of office. In the case of AC members, the requirements of section 3031 (d), title 10, United States Code, ap-
ply. Tour length for ARFPC members is a 3-year term from the
beginning date of appointment. b. Filling vacancies. If a principal member becomes
(1) Permanently unable to serve for some reason, the Secretary of the Army may designate an alternate to serve a 3-year term of
office. (2) Temporarily unable to serve, as determined by the Secretary of the Army, an alternate will be designated to serve until the
principal member is able to resume ARFPC activity. c. RC officers entering active duty. When RC officers enter active duty on a full-time basis, their membership on the ARFPC
will be terminated according to section 101(22), title 10, United
States Code. d. RC officers transferring to inactive status. When RC officers are transferred to inactive status, their membership on the ARFPC
will be terminated. 9. Military executives a. Appointment. The Secretary of the Army will appoint one ARNGUS and one USAR officer in grade not lower than colonel as
military executives of the subcommittees.The respective subcommit-
tee chairman will recommend to the Secretary of the Army those
nominated for appointment.Appointees will be assigned on extended
active duty for this specific assignment. The normal tour of duty for
the ARFPC military executives, according to section 3033, title 10,
United States Code, is 4 years. Exceptionally well-qualified officers
may be granted one extension, not to exceed 1 year. While serving,
the military executives will be detailed to duty on the Army General
Staff as additional members. Selection of military executives will be
made from the entire ARNG and USAR to insure the selection of
the best qualified officers. b. Authority. Military executives will have authority to take executive action in keeping with approved plans, programs, and
policies of the committee. They will act on those matters that do not
require formal committee action. Military executives will have the
authority to act on those matters when time does not permit formal
committee concurrences. c. Duties. Military executives will
(1) Prepare the committee agenda.
( 2 ) O r g a n i z e t h e i n f o r m a t i o n n e e d e d f o r m e m b e r s o f t h e committee. (3) Take necessary steps to assemble the committee.
(4) Refer matters to the committee.
(5) Process committee recommendations.
(6) Supervise all administrative matters of the committee.
(7) Represent the ARFPC within HQDA meetings when RC poli- cies are being discussed. (8) Represent the committee as liaison officers with the Army G e n e r a l S t a f f a t c o n f e r e n c e s o n s u b j e c t s a f f e c t i n g A R N G a n d
USAR policy. (9) Represent the committee at briefings of the Secretary of the Army; the Chief of Staff, US Army(CSA); the VCSA; and Assistant
C h i e f s o f S t a f f w h e n A R N G a n d U S A R p o l i c i e s a r e b e i n g
considered. 10. Administration a. The Secretary of the Army will provide the ARFPC such personnel, facilities, and other administrative services as are needed
to perform committee functions. b. The ARFPC will meet at the call of the Secretary of the Army, the CSA, the VCSA, or the ARFPC Chairman, and at such other
times as are fixed by the committee.The presence of a majority of
c o m m i t t e e m e m b e r s , o r q u a l i f i e d a l t e r n a t e s , w i l l c o n s t i t u t e a
quorum. c. The separate subcommittees will meet at the call of the Secre- tary of the Army, the chairman of the subcommittee concerned, and
at such other times as are fixed by the ARFPC. The presence of a
majority of subcommittee members, or qualified alternates, will con-
stitute a quorum. 2 AR 1355 1 September 1982 d. The ARFPC and subcommittee will follow Roberts Rules of Order. e. The chairmen of the respective subcommittees will
(1) Prepare evaluation reports on their military executives.
(2) Stamp the evaluation reports No Indorsement Required.
(3) Forward the evaluation reports to The Adjutant General.
f. The military executives will function under the direction and supervision of the respective subcommittee chairmen. g. The military executive having the longest service on the com- mittee will be responsible for the overall administrative functioning
of the offices of the ARFPC. h. The military executives will continuously review membership lists and project membership vacancies to assure timely appointment
of replacement members and alternates. Procedures to fill projected
member vacancies are (1) Army National Guard Military Executive. The ARNG mili- tary executive will (a) Notify the CNGB of the projected ARNG vacancies.
(b) Request that CNGB seek nominations of qualified ARNGUS g e n e r a l o f f i c e r s f r o m t h e g o v e r n o r s o f S t a t e s w i t h i n s p e c i f i c
CONUS Armies to fill each projected vacancy. (2) Chief, National Guard Bureau. The CNGB will forward all nominations with his recommendations to the Chairman, Subcom-
mittee on ARNG Policy. (3) Chairman, Subcommittee on ARNG Policy. The Chairman, Subcommittee on ARNG Policy will forward the nominations with
recommendations and those of the CNGB through the CSA to the
Secretary of the Army for selection and appointment of members
and alternates. The USAR military executive will prepare a letter,
for the CSA, to the CG, FORSCOM. The letter will direct the CG,
FORSCOM to obtain from the commanding generals of specified
CONUS Armies the names of at least three qualified USAR general
officers to be nominated for each projected vacancy. A similar letter
will be directed to the CG, RCPAC to obtain the nomination of
USAR MOBDES general officers qualified for principal and alter-
n a t e U S A R m e m b e r - a t - l a r g e p o s i t i o n s . M e m b e r - a t - l a r g e p o s i t i o n
nominations may come from both the CG, FORSCOM and the CG,
RCPAC. (4) Commanding General, FORSCOM. The CG, FORSCOM will consolidate the names of nominees in order of preference. He
will then forward the CONUS Army lists with his recommendations
t o t h e C h a i r m a n , S u b c o m m i t t e e o n A r m y R e s e r v e P o l i c y ,
HQDA(DACSRF), WASH DC 20310. (5) Commanding General, RCPAC. The CG, RCPAC will fol- low the same procedure as (4) above. (6) The Chairman, Subcommittee on Army Reserve Policy. The subcommittee chairman will (a) Obtain the recommendations of the Chief, Army Reserve on each nomination. (b) Forward the nominations, with the recommendations of the CG, FORSCOM; CG, RCPAC; Chief, Army Reserve;and Subcom-
mittee Chairman through the CSA to the Secretary of the Army for
selection and appointment of members and alternates. (c) Notify Chief, Army Reserve after selections are made. The Chief, Army Reserve will notify the CG, FORSCOM, and the CG,
RCPAC. 11. Relationships a. The chairman, committee members, and the military execu- tives will communicate directly and expeditiously with other DA
agencies on any matter within their jurisdiction and in which a
mutual interest or responsibility exists. b. The ARFPC will
(1) Coordinate its efforts with all DA agencies having mutual interest in or responsibility for any of the programs or policies being
considered. (2) Determine what formal concurrences, if any, are required.
c. The Director of the Army Staff is the monitor of, and the advisor to, the ARFPC. d. An observer or liaison officer may represent Army Staff agen- cies, other than those listed in paragraph 6 a(1) and (2), at ARFPC meetings. Observer or liaison officer will take part in ARFPC meet-
