Data coders are trained to have thorough knowledge of the coding system and to have a very serious working attitude

ICT workers normally will already have considerable knowledge and experience in ICT techniques : adequate training in various specific aspects of the Population Census will enable them to develop USER-FRIENDLY systems

   

training in end-user computing for relevant syayistical personnel to create sub-systems for minor, localized operations.

A professional task requiring personnel to  turn massive data into meaningful, useful and easy-to-use information  
Relevant personnel need to be trained to do this task well

Adequate training of personnel to ensure good design of dissemination processes and procedures and their proper implementation

For non-saleable products, personnel should still learn how to arrange for maximum access of data by the relevant target users.

THE  STRUCTURING  AND  IMPLEMENTATION  OF TRAINING  PROGRAMMES  AND COURSES 
 

In whichever training programmes and courses addressing a particular area of duty, there needs to be adequate reference to other related areas  
One level of staff will be responsible for the training of the next lower level of staff  
Establishment of a Central Training Division, which will do a lot of

       co-ordination and standardization work : 

   >>Avoiding duplication of work and ensuring consistency of

         instructional materials

   >>Training of trainers, both in terms of subject matters and

         general training techniques

   >>Conducts special courses

   >>Carries out quality assurance for the various training activities

More teaching aids available with the advancement and popularization of information and communications technology : distance learning  
On-the job training and coaching : to be truly 00raining methods00they would have to be conducted with good planning, proper structure and serious attitude  
Timing of training : induction module, main module and refresher module

In posting people to the Population Census Organization (PCO), career development path considerations of the individuals should be made  
Divisions in the NSO tend to hold on to good staff but they should note that the Population Census  project is a very good training ground for NSO personnel at large  
Equally, PCO should not hold on to the same staff from one round to another and then to another  
Design of population census training activities should attend to the development of generic skills in staff besides the more specific skills

Transfer of knowledge, skills and experience from other Divisions to the PCO 00a learning process of the PCO  
Materials and methods of the pop census are applicable to training activities of other statistical programmes in the NSO   
Divisions should consider sending observers when  the PCO conducts their training activities  
NSO staff in various Divisions will also benefit from observing the actual conduct of various stages of population census work
