Divisions in the NSO tend to hold on to good staff but they should note that the Population Census project is a very good training ground for NSO personnel at large
Equally, PCO should not hold on to the same staff from one round to another and then to another
Design of population census training activities should attend to the development of generic skills in staff besides the more specific skills

Materials and methods of the pop census are applicable to training activities of other statistical programmes in the NSO
Divisions should consider sending observers when the PCO conducts their training activities
NSO staff in various Divisions will also benefit from observing the actual conduct of various stages of population census work
