Four Essential Points

One can say that there are four essential points to look for in leaders:

They must have their whole-hearted faith and belief in the rightness of their cause so that their followers catch the contagion and share their fanaticism. They must have a cheery, energetic personality with sympathy and friendly understanding of their followers, and so secure their enthusiastic cooperation. They must have confidence in themselves through knowing their jobs. They thus gain the confidence of their scouts. What they preach they must practice, thereby giving personal example.

Council Sea Scouting Support 

Responsibility of the Council Venturing Committee

METHOD A

COUNCIL SEA SCOUTING COMMITTEE 

Council (Squadron) Commodore is selected and appointed by the Chair of the Council Venturing Committee. 

The Commodore serves on the Council Venturing Committee and is charged to produce and support a healthy and progressive Sea Scouting program. 

 
 
 
 
 

Council Squadron 

Council Commodore appoints five Vice Commodores: 

Sales Training Program Service Boat and Gear  

 
 

 
 
 
 
 

Sales Team 

Cultivates and sells the Sea Scouting program to potential chartered organizations  
Develops and maintains an updated list of chartered organization prospects  
Conducts an annual publicity campaign to expose Sea Scouting to the community  
Brings in the Training Team for new leaders  
 
 
 
 

Training Team 

Helps the Sales Team train new Ship adult officers  
Trains Ships on a continuous basis and is available for individual coaching as needed  
Participates in council or district program planning conferences  
Helps the new Ship conduct its first Program Capability Inventory (PCI)  
 
 
 
 

Program Team 

Cooperates with Council and District Venturing Committees to plan for inter-unit activities to satisfy the desires and concerns of Ship members  
Serves as the official selection committee for national programs where individuals or Ships are invited to enter competition  
Promotes national and regional activities through Ship contacts in cooperation with the Service Team  
 
 
 
 

Service Team 

The 00uality Control00arm of Sea Scouting; liaison between the Ship and the council service center  
Helps the chartered organizations understand the need for immediate replacement or loss of ineffective Skippers and Mates  
Assists the Ship Committee Chair in the rechartering process; advises them in plans for the coming year  
Helps Ships recruit new members  
 
 
 
 

Boat and Gear Team 

Responsible for the distribution, assignment, and disposal of all boats and gear owned by the council  
Accepts or rejects gifts and military surplus and distributes fairly to Ships based on need  
Conducts all boat inspections and reviews assignment of boats to chartered organizations  
Liaisons with military installations on behalf of all Ships in the council for equipment and training

COUNCIL & DISTRICT

VENTURING COMMITTEES 

When there is no Council Sea Scouting Committee, the administrative and program support of Sea Scout Ships is provided through the Council and District Venturing Committees. 

This method of support is automatically in force in all councils where a Sea Scouting Committee is not in existence.

Following functions are conducted as assigned by respective sub-committees:

Sales Committee 

Identifies, sells prospective chartered organizations, and organizes Ships  
Assists Ships to use annual career-interest surveys  
 
 
 
 

Training Committee 

Trains adult Ship officers, committees, and consultants  
Responsible for continued training of leaders  
 
 
 
 

Program Committee 

Coordinator of council and district activities  
Develops and communicates new program ideas to Sea Scout Ships  
 
 
 
 

Service Team or Commissioners 

Responsible for helping Ships recharter  
Assists in promoting district activities and recruiting manpower  
 
 
 
 

COUNCIL SEA SCOUTING MARKETING PLAN 

(1) Determine the interests of youth

(2) Determine organizations that might charter Ships

(3) Sea Scout Ships are organized

(4) Service to Sea Scout Ships 
 

 
 
 
 
 

Determining Interests of Youth 

Council Career Interest Surveys should include: 

Maritime Oceanography Navy Coast Guard Sailing Boating Diving, etc.  
 
 
 
 

Determining Chartered Organizations 

In addition to churches, civic clubs,  fraternal groups, unions, and schools, consider the following: 

Maritime businesses and industries US Coast Guard facilities and organizations US Power Squadron US Navy facilities and organizations Yacht clubs Sailing clubs Marinas, boatyards, boat builders Propeller clubs  
 
 
 
 

Chartered Organizations (continued) 

Maritime schools College or university boat clubs Maritime museums Scuba diving schools, businesses, and organizations Maritime labor unions Navy ROTC units Government maritime organizations (harbor, police, etc., especially Law Enforcement Exploring Units) Marine research institutes Boating safety organizations and agencies

Recruit the right chair to give dynamic leadership, secure resources, and direct the event committee Plan ahead to enable ships to put the event on their annual calendars in order to commit Involve all ships00youth leaders Select a location that is an adequate facility for the event and is appealing to youth Watch the funds: budget, solicit donations, and keep costs in reach of Sea Scouts
