Project Management Unit
(PMU) - Kozloduy
The problem
In November 1999, the Bulgarian Government and the
European Commission signed an agreement in which the
Bulgarian Government undertook a firm commitment to close
and decommission Units 1-4 of Bulgaria's Kozloduy Nuclear
Power Plant (NPP) at the earliest possible dates. Taking into
account the financial consequences of early closures, as well
as the need for a competitive energy sector, the European
Commission offered a multi-year assistance package for
Bulgaria's energy sector.
To this end, the European Commission launched the initiative
to establish a new International Decommissioning Support
Fund (IDSF) to assist Bulgaria in the early phase of
decommissioning by the grant funding of selected projects.
The Fund will also support subsequent measures such as
restructuring, upgrading and modernising energy production,
assisting the transmission and distribution sectors, and
improving energy efficiency and the environment.
The Project Management Unit (PMU) is contracted to
provide project management, from project concept through
acceptance by the customer, on specific projects associated
with the decommissioning of the Kozloduy NPP over
three years.
British Nuclear Group Project Services won the 07.7 million
contract for the PMU in support of the decommissioning
activities at Kozloduy NPP. Project Services, with its
consortium partner Electricit茅 de France (EdF) and local
Bulgarian sub-contractor ENPRO, was shortlisted for the
PMU contract from a tender list of 14 interested parties in
March 2002.
Project Services strategic approach
The strategy used on this project was to use local Bulgarian
support (through ENPRO) to strengthen Project Services'
understanding of the Bulgarian customer. Additionally,
Project Services infused the PMU with customer personnel,
not only to provide them with training, but to ensure they
could communicate performance with the rest of the
customer organisation.
Project Services formed a consortium with EdF to share the
provision of the expatriate personnel and subcontracted
local engineering services with ENPRO Consult to provide
local supporting personnel as well as engineering input
and reviews. Working with local contractors provided
local employment as well as the benefits of
sharing the decommissioning knowledge base.
The joint experiences of Project Services and
EdF covered virtually all of the different reactor
types in the world. Both companies have
worked on the PWR type reactors that are
used at Kozloduy, and both teams were
involved in managing PMU projects at
Chernobyl. In addition to this partnership,

Innovation and achievement
This was a project requiring the implementation of sound
project management practices in an international
setting. Structuring the PMU to enable an
understanding of the different cultures involved,
the customer's needs and expectations and
the European Bank for Reconstruction and
Development (EBRD) procurement
procedures were additional factors of
critical importance.
Status
The PMU completion date is March 2006.
Value of project experience
The Kozloduy PMU is a high profile project and is a clear
demonstration of Project Services' capabilities and ambitions
for this region. Project Services has a long-term commitment
to the Bulgarian market and now has an excellent foundation
to continue its work here and develop further business in
the future.
Key to the success at Kozloduy PMU was the exceptional
calibre of personnel dedicated to the project, including
project personnel who had worked on a PMU at Chernobyl
and similar projects in Ukraine, South Korea, Philippines,
Taiwan, Spain and North America.
