Situation When the U.S. Army began planning a secure communications            infrastructure for the Iraqi Ministry of the Interior, they knew there were many challenges ahead. Teaming with communications and IT representatives from the Civilian Police Assistance Training Team in Baghdad, they set the mutual goal of building the Iraqi Command and Control Network00 voice over IP (VoIP) network operating over satellite.  The Iraqi Command and Control Network connects provincial headquarters, strategic headquarters, police headquarters, ports of entry, and the Iraqi Department of Border Enforcement. The U.S. Army called on Proactive Communications, a network engineering and satellite telecommunications company in Killeen, Texas, to design and install the network. Assembling a world-class network of industry-leading providers The U.S. Army determined that a secure communications      infrastructure using a wireline network was impractical,           due to the high likelihood of physical tampering    or sabotage.  However, a wireless network increases the danger that insurgent forces will attempt to intercept     and listen to these satellite communications.  To ensure secure communications, Blue Ridge Networks strong, encryption-based BorderGuard technology was chosen to form the core of their VSAT network, safeguarding         all classified voice and data traffic. Proactive Communications designed the network to incorporate the security of the Blue Ridge Networks encryption devices into their secure satellite network along with select best-of-breed components00atellite services from Loral, VoIP phones from Cisco, switches from 3Com and Netgear, and antennas from Proactive Communications, creating a world-class network that is built upon the strengths of a diverse product line. Security-First Approach While assessing different solutions to ensure the confidentiality             and integrity of the network, the Border- Guard was found to be the most highly compliant to government and international standards, and the most interoperable mobile access solution available.  In addition       to numerous federal certifications and equipment validations, BorderGuard is the only high-security VPN solution to have zero reported vulnerabilities in over 12 years.  As a result, BorderGuard is widely respected in the intelligence community and relied upon by some of the most highly risk-adverse and geographically dispersed public and private sector organizations in the world. Managing a secure, staged deployment between the U.S. and Iraq The network is remotely managed from Proactive Communications            headquarters in Killeen, Texas.  There, Proactive pre-commissions the BorderGuard appliances to perform firewall, authentication, and encryption "Lots of people can implement secure remote communications over cable. The difficulty here, and what sets Blue Ridge Networks apart from other security companies, is the remote management and engineering that enables VoIP to run securely over VSAT," said Marc LeGare, Chief Operating Office for Proactive Communications. www.blueridgenet works.com ( p ) 800/722.1168 ( f ) 703/631.9588 [ Page 3 of 4 ] 漏2006 Blue Ridge Networks, Inc.  All rights reserved. case study Proactive Communications functions.  The BorderGuards are then taken directly to their undisclosed field sites, where they are each fully configured and integrated into their final configuration. This adds an additional layer of continuity protection by allowing each site to independently communicate securely with any other site. Eliminating latencies inherent in fully meshed networks Although considered the most reliable, fully meshed networks typically present high latency challenges. With information traveling from ground to satellite and back again, delays can inhibit time-critical voice or video communications.  Proactive and Blue Ridge Networks      overcame this challenge by employing IP acceleration        and innovative QoS engineering.  The end result is a network with the ability to operate at less than half the latency found in typical fully meshed satellite networks.  The delays that have plagued VoIP in the past are reduced, enabling secure, clear, and error-free communications. "Lots of people can implement secure remote communications            over cable.  The difficulty here, and what sets Blue Ridge Networks apart from other security companies, is the remote management and engineering that enables VoIP to run securely over VSAT," said Marc LeGare, Chief Operating Officer for Proactive Communi- cations. Accomplishments Built from a list of unique market requirements, the Iraqi communications project inspired new challenges and accomplishments in secure communications.  Distinctive         traits of the project include: 00 Hyper-sensitive security environment 00 World's largest secure fully meshed VoIP network 00 World's largest secure VoIP over satellite network 00 Remotely configured and managed half a world away. Expanding the world's largest VoIP over satellite network even further With over 160 individual sites up and successfully communicating           on the network, Proactive Communications and Blue Ridge Networks plan to expand the network to up to 300 sites in the next six months. "Blue Ridge Networks has been an excellent partner throughout this whole process," said LeGare.  "The support and technical expertise the company has offered,       especially when it comes to encryption, has been superb.  Because there have been many challenges that have tested our traditional procedures, together we developed unique procedures for creating, monitoring, and maintaining this large-scale fully meshed network." "We're very proud to be part of this important undertaking       with Proactive Communications.  BorderGuard appliances have been securing highly sensitive communications            for more than a decade without a single reported vulnerability," said Blue Ridge Networks' CEO Tony Russo. case study [ Page 4 of 4 ] 漏2006 Blue Ridge Networks, Inc.  All rights reserved. www.blueridgenet works.com ( p ) 800/722.1168  ( f ) 703/631.9588 About Proactive Communications Proactive Communications, Inc. has provided information technology services to the U.S. government and commercial clients in the continental United States and overseas for more than five years.  They excel in network engineering, satellite       telecommunications, and specialized system engineering.  As their customers' needs have grown, so have they, expanding their geographic reach, capabilities, and staffing to offices in Killeen/Fort Hood, Texas; El Paso/Fort Bliss, Texas, and the Middle East.  Information about Proactive Communications can be found at www.proactivecommo.com.
