115.1 PURPOSE: To establish procedures and responsibilities for coordinating Federal Register notices within BPA and the Department of Energy prior to their submission to the Office of the Federal Register for publication.
115.2 POLICY: Documents published in the Federal Register must be official agency actions as specified in the Federal Register Act and the Freedom of Information Act.
115.3 DEFINITION: Documents published in the Federal Register are BPA official agency actions. These include, but are not limited to, the following types of action:

B. Notice of Inquiry
C. Notice of Record of Decision
D. Notice of Policy Formulation
E. Notice of Proposed Decision
F. Notice of Intent
G. Notice of Availability
H. Notice of Finding of No Significant Impact
I. Notice to Revise
J. Notice of Adoption
K. Notice of Privacy Act System
L. Notice of Program Information
